Phillips Park is an excellent public/municipal course for the price.
The front 9 is relatively flat and wide open, while the back 9 offers more in the way of terrain and tighter fairways. Plenty of variety in hole layout and design throughout the course.
You'll hit over (or in...) water on several occasions. Sand traps were decently maintained, which tend to be the first things I look at with respect to maintenance effort on a course. Tee box variety appropriate for virtually all golfer skill levels.
Snack bar food is good (try the brat), and drink options are varied. Club house has clean sitting areas, both indoor and outside. Front desk and snack bar staff are attentive.
Pace of play is normal. Starters on #1 tee are always friendly and keep things moving along.
Cart quality is better than most courses, with display offering GPS distances, scorecard, and music options. That said, Phillips is a walkable track if you don't mind the terrain on the back 9.

Great course; not all about length, but course management and making shots. Green we're in pretty good shape for mid October.
